Overview

Driven by the mission of creating a dependable, sustainable, and affordable energy future, Amber Lee is a regulatory attorney practicing in Stoel Rives’ Energy Development practice group. She routinely advises clients appearing before state and federal agencies and in legislative tribunals. She has an extensive background in ratemaking and regulatory law affecting public utilities and their customers, including permitting energy infrastructure, and she has a particularly strong knowledge of the natural gas utility business.

Before joining Stoel Rives, Amber was the president and CEO of Alias Energy Consulting, where she assisted her clients with all aspects of energy operations and regulatory compliance. She was the director of regulatory affairs for CenterPoint Energy, during which time she spearheaded the passage of Minnesota’s Natural Gas Innovation Act, now a national model for gas decarbonization policy. Amber was also the regulatory and legislative affairs manager for the Minnesota Energy Resources Corporation. Earlier in her career, Amber worked as a shareholder and attorney at law firms and as an attorney for the State of Minnesota Office of Administrative Hearings.

  • Advised utilities in complex proceedings and prepared regulatory filings submitted to the Minnesota and North Dakota public utilities commissions and the Federal Energy Regulatory Commission, including two prudence reviews.
  • Drafted and negotiated development and financial agreements for the construction and refurbishment of generation resources.
  • Advised major Midwest utility on recovery of nuclear investments.
  • Managed and presented all proceedings, including rate requests, fuel cost recovery, and conservation programs, for Midwest natural gas utility.
  • Successfully obtained Advanced Determination of Prudence for Midwest utility’s investment in clean air technology.
  • Devised strategic marketing plan for natural gas technology firm.
