Stoel Rives Adds Amber Lee, Seasoned Energy Attorney and Former In-House Counsel, in Minneapolis

Minneapolis, Minn.—Stoel Rives, an AmLaw 200 firm, announced today that Amber Lee has joined the firm’s Minneapolis office as Of Counsel in the Energy Development group.

A native Minnesotan, Lee has been based in Minneapolis for her entire legal career. Lee joins Stoel Rives from Alias Energy Consulting, where she was the president and assisted clients with all aspects of energy operations and regulations. Prior to that, Lee served as director of regulatory affairs for CenterPoint Energy, spearheading the passage of Minnesota’s Natural Gas Innovation Act, which has become a national model for gas decarbonization policy.

Lee’s experience includes preparing regulatory filings, including for the Minnesota and North Dakota utility commissions and the Federal Energy Regulatory Commission, as well as drafting and negotiating various development and financial agreements for the construction and refurbishment of generation resources.

Among her experience, Lee has advised a major Midwest utility on the recovery of nuclear investments and managed and presented a wide range of regulatory proceedings, including rate requests, fuel cost recovery, certificates of need, route permits, and conservation programs. In addition, Lee successfully obtained an Advanced Determination of Prudence for a Midwest utility’s investment in clean air technology.

Lee also served four years as the Regulatory Affairs Manager for Minnesota Energy Resources. She began her legal career as an attorney for the state of Minnesota’s Office of Administrative Hearings and previously practiced energy regulatory law with a national law firm.

Lee received her J.D., cum laude, from the University of Minnesota Law School and her B.A. from the University of Minnesota. She served as vice chair of the Minneapolis Clean Energy Partnership from 2019 to 2022 and has also held several positions at the Minnesota State Bar Association, Administrative Law Section, including secretary treasurer, vice chair, and chair, and remains a section board member. Lee also formerly served on the Sustainable Growth Committee for the American Gas Association.
