Stoel Rives’ Partner Merissa Moeller Selected Among Daily Journal of Commerce’s 2025 “Women of Vision”
PORTLAND, Ore.—Stoel Rives is pleased to announce that the Daily Journal of Commerce Oregon (DJC) has named partner Merissa Moeller among its 2025 “Women of Vision” honorees. The “Women of Vision” recognition honors “women who are shaping the built environment with their technical skill, leadership, mentoring, community involvement and the creation of opportunities for the future generation of women in the industries.” The DJC will celebrate Moeller and the other award recipients at an event on October 23, 2025, at The Sentinel in Portland, Oregon.
Portland-based Moeller is a partner in the firm’s Environment, Land Use & Natural Resources group, whose multidisciplinary practice at the intersection of water and land use law shapes laws, policies, and practices that impact municipal, agricultural, commercial, industrial, and residential water and land development across the West.
Moeller is sought out as legal counsel on high-impact water and land use matters by a wide range of clients, including large municipal and agricultural water suppliers, utilities, wineries, agribusinesses, timber companies, renewable energy companies, and land developers.
A skilled litigator, Moeller also represents clients in state and federal appellate litigation in natural resources, water law, and land use cases, often involving novel legal issues of regional and national importance. Her litigation wins in high-profile water resources and land use cases have set legal precedent that has shaped law for natural resource users, including industries with significant natural resources impact, such as water management and agribusiness, as well as prioritizing land use for renewable energy and protecting ecosystems.
A leader in Oregon’s water and natural resources community, Moeller is a board member of Oregon Water Resources Congress and has served as co-chair of The Seminar Group’s annual Oregon Water Law Conference since 2023. She previously served on the Board of Directors of Women In Environment, a Portland-based nonprofit that supports professional development and opportunities for women across environmental professions.
