Stoel Rives’ Partner Merissa Moeller Named to Portland Business Journal 2026 40 Under 40 Class
PORTLAND, Ore.—Stoel Rives is pleased to announce that the Portland Business Journal has named partner Merissa Moeller to its 2026 class of the 40 Under 40, recognition that “gives a glimpse into the region's future while celebrating rising leaders in business, nonprofits and the public sector.” PBJ will celebrate Moeller and the other award recipients at an event on April 9, 2026, at the Hilton Portland Downtown hotel.
Moeller, a member of Stoel Rives’ Environmental practice, is a go-to attorney for high-impact project permitting, water resources, and land use matters for a range of clients across the Northwest. Her clients include large municipal and agricultural water suppliers, utilities, wineries, agribusinesses, timber companies, renewable energy companies, and land developers. She advances the natural resources management and development interests of her clients, whether arguing before the Oregon Supreme Court, Oregon Court of Appeals, or Land Use Board of Appeals; designing strategies to comply with state and federal resource protection laws; leading high-profile local, state, and federal permitting processes; or enabling parties to reach agreement in complex transactions involving land and water assets.
Moeller also maintains an active pro bono practice. Since 2018, she has served as a volunteer attorney for Oregon land trust clients through the Coalition of Oregon Land Trusts. Land trusts are nonprofits rooted in local communities that work to protect natural spaces like parks, waterways, wildlife habitat, community gardens, and working farms. Moeller provides pro bono legal representation to land trusts managing conservation easements and associated water right issues, helping her clients further their goals of preserving or restoring natural spaces for generations to come.
At Stoel Rives, Moeller holds leadership roles that contribute to the firm’s supportive culture and future growth. She is an active member and former board member of the firmwide Women Attorneys Affinity Group and is a member of Stoel Rives’ Coaching & Mentoring Committee in Portland.
