Stoel Rives Expands Environmental Practice with Addition of Partner Alyssa Moir

Press Release

Moir brings extensive Pacific Northwest experience in water resources, environmental permitting and regulatory compliance

SEATTLE, Wash. – Stoel Rives announced today that Alyssa Moir has joined the firm’s Environmental practice group as a partner in its Seattle, Washington office. Moir joins from K&L Gates, bringing more than 15 years of experience advising agricultural, timber, energy and technology clients on water rights and complex environmental permitting matters.

A widely respected water rights lawyer in the Pacific Northwest, Moir counsels clients on the acquisition, evaluation and long-term management of water rights, including water banking, adjudications and regulatory negotiations. Her practice also encompasses air permitting, environmental review and cleanup matters, helping businesses and public entities navigate regulatory requirements affecting their operations and major infrastructure projects.

“Alyssa brings exceptional depth in water law that strengthens our ability to help clients secure and manage resources essential to their businesses,” said David Filippi, chair of the firm’s Environmental practice group. “Her experience complements our established air quality and environmental cleanup practices, particularly as clients face increasingly complex water and permitting needs across the energy, agriculture and technology sectors. Just as importantly, her collaborative approach and commitment to clients make her an excellent fit for our team.”

Moir has extensive experience with Washington’s environmental regulatory framework, including representing clients before Washington’s Pollution Control Hearings Board and advising on matters arising under the State Environmental Policy Act, Model Toxics Control Act, and federal statutes governing air quality and environmental cleanups. She also counsels agricultural clients nationwide on water rights evaluations and related risk considerations in portfolio acquisitions and dispositions and assists technology clients with water rights diligence and negotiating water service agreements in numerous states.

“Stoel Rives offers an outstanding platform to grow my practice serving the businesses, industries, municipalities and other public entities that shape the Pacific Northwest,” said Moir. “My clients’ environmental matters often intersect with needs across other areas of law. The opportunity to work closely with colleagues across practices will allow me to support those clients more fully, while building on the regional relationships that have long been central to my work.”

Moir’s arrival follows the recent addition of Ankur Tohan, who also joined the firm’s Environmental practice group from K&L Gates. Together, their experience strengthens the firm’s ability to help clients navigate complex environmental requirements and advance energy and natural resource projects across the Pacific Northwest.

Moir has been recognized by Chambers USA for Environmental Law in Washington, The Best Lawyers in America© for Environmental Law and Natural Resources Law, and Washington “Super Lawyers” Rising Stars. She is active in the community through board service with the Washington Wildlife & Recreation Coalition and the Seattle Sounders/Reign FC’s RAVE Foundation.

Moir earned her J.D. from the University of Washington School of Law in 2006 and her B.S. from the University of Wisconsin–Madison in 2000. Before entering private practice, she clerked for Judge Marlin J. Appelwick of the Washington State Court of Appeals, Division I.
