Stoel Rives Natural Resource and Environmental Attorneys Receive Oregon Concrete and Aggregate Producers Association Awards

PORTLAND, Ore. Stoel Rives LLP is pleased to announce that partner Eric Martin and associate Laura Kerr have been selected by the Oregon Concrete and Aggregate Producers Association (OCAPA) to receive its 2019 Chairman of the Board Award and Associate of the Year Award, respectively. Martin, who recently finished his term on OCAPA’s Board, also received a plaque thanking him for his service. Stoel Rives’ attorney and fellow OCAPA member Willa Perlmutter accepted the awards on behalf of Martin and Kerr at an awards dinner June 21, 2019, and at the annual meeting June 22, 2019, in Redmond, Ore.

The Chairman of the Board Award is given “in appreciation of outstanding dedication and service to the industry.” In an email, Perlmutter wrote, “Eric’s been a very active participant in OCAPA activities as long as I’ve known him … His name came up again and again and it was clear that he’s a highly valued member of the OCAPA community.”

Martin’s practice focuses on natural resource development with an emphasis on property issues and transactions in the mining and oil and gas industries. He helps clients buy, lease and sell subsurface natural resources and renewable natural gas; obtain financing; permit projects on federal, state and local levels; and resolve disputes.

In addition to his service on OCAPA’s Board, Martin is a Trustee of the Rocky Mountain Mineral Law Foundation and chaired its Young Professionals Committee in 2017-2018. He was selected as “Rising Star” by Oregon Super Lawyers for 2014 and 2018.

In honoring Kerr with the Associate of the Year Award, OCAPA President Rich Angstrom cited Kerr’s advocacy for the aggregates industry in Oregon, and he described the extent to which OCAPA’s members have come to rely on her legal advice on environmental law questions and in particular, on her expertise regarding stormwater issues.

Kerr focuses her practice on helping clients solve complex challenges arising under federal and state environmental laws. She regularly advises on compliance issues, navigates permitting processes, manages environmental risks in transactions and resolves environmental disputes and enforcement actions.

Selected as an “Associate to Watch” by Chambers USA and as a “Rising Star” by Oregon Super Lawyers since 2017, Kerr brings to her environmental law practice a wide variety of experience. She previously worked with the U.S. Fish and Wildlife Service and for a natural resources nonprofit organization that partnered with the U.S. Forest Service and the U.S. Geological Survey at Mount St. Helens.
