ExperienceDina Dubson is an associate in the Energy and Telecommunications group, where she concentrates her practice on wind, biomass, solar, tidal and ocean power, together with other forms of renewable energy.
Dina has experience in drafting and reviewing power purchase agreements ("PPAs") for renewable energy developers, assisting buyers and sellers of environmental attributes, including renewable energy certificates ("RECs"), verified emission reductions ("VERs"), and carbon offsets, drafting and reviewing leases for the development of energy projects; assisting renewable energy developers with transmission and interconnection issues, and assisting with the financing and permitting of renewable energy projects.
Prior to joining Stoel Rives, Dina was a research assistant, University of Oregon, 2006-2008; summer associate, Stoel Rives LLP, 2006, 2007; community relations, PR Racing, Inc., 2004-2005; research assistant, Global Development and Environment Institute, 2003-2004; publicist, Tufts Institute of the Environment, 2001-2003; and intern, Intradeco, Inc., 2002.

Representative Work
- Regularly assists in review and negotiation of retail energy contracts for a client with facilities nationwide.
- Represented a coalition of wind energy developers on wind integration issues in the FY 2010-2011 Bonneville Administration Power and Transmission Rate Cases.
- Assisted wind energy developer with drafting and negotiation of Facilities Use Agreement involving use of an existing generation intertie line to connect to grid.
- Represented the borrower in connection with the financing of a 5 MW hydroelectric project using public bonds issued pursuant to the Oregon Department of Energy's Energy Loan Program and federal stimulus funds available through the Oregon Clean Water State Revolving Fund Loan program.
- Assisted with due diligence review for the acquisition of a biomass facility, including review of limited partnership agreement, interconnection agreement, and PPA.
- Assisted wind energy developer with drafting and negotiation of Joint Ownership Agreement for the construction and shared use of a 230-kV transmission line.
- Represented solar energy developer in PPA negotiation.
- Represented Fortune 500 company with respect to purchase of VERs from renewable energy project in Southeast Asia.
