Stephen C. Hall

Experience

Stephen Hall is a partner of the firm and past chair of the firm's Renewable Energy Initiative. He has acted as counsel to renewable energy developers (solar, geothermal, wind and biomass), independent power producers, major utilities, investment banks, power marketers, large industrial users of electricity, and developers of green buildings. His renewable energy practice includes advising and representing clients in a variety of contexts, including the drafting and negotiation of power purchase agreements, selling and buying environmental attributes such as renewable energy certificates, verified emission reductions and carbon offsets, energy-related litigation, transmission issues, and regulatory proceedings before the Bonneville Power Administration.

Representative Work

  • Represented a major U.S. solar development company in power purchase agreement negotiations for development of utility-scale PV solar projects throughout the U.S.
  • Represented a solar developer in the development and financing of one of the nation's first significant solar PV projects on a U.S. military installation.
  • Represented a major U.S. corporation in the negotiation and purchase of renewable energy credits and carbon offsets as part of its carbon-neutrality efforts.
  • Represented major public power agency in successfully litigating contract disputes under a power purchase agreement.
  • Represented national retailer of renewable energy credits in negotiation of multi-year contract to supply a major utility with renewable energy credits and green marketing services.
  • Represented a broad coalition of wind developers before Bonneville Power Administration successfully challenging the level and application of wind integration transmission charges.
  • Represented major public power agency in negotiation of co-development agreements with private developers of wind, biomass, natural gas, and solar.
  • Represented major U.S. corporations in the negotiation and purchase of electricity and natural gas under direct contracts with independent suppliers.
  • Represented a major U.S. forest products company in the sale of renewable energy credits from its biomass facility.
  • Represented wind and solar developers in preparation of bids to sell renewable energy through utility request for proposal (RFP) procurement processes.
