About Timothy

Tim Hatfield is a dedicated health care attorney who helps his clients deliver innovative health care products and services in a complex and ever-changing regulatory environment. He has particular expertise in health fraud and abuse, insurance regulation, and Medicare/Medicaid reimbursement. Tim represents clients in disputes with state and federal administrative agencies and advises health care entities regarding internal investigations and self-disclosures. His knowledge of the health care industry also makes Tim a valued advisor in business transactions involving licensed and regulated health care entities, including investments in and sales of insurance companies, long-term care facilities, and health care startups.

Prior to joining Stoel Rives Timothy was an associate at Cadwalader, Wickersham & Taft in New York and an analyst at The Advisory Board Company in Washington, DC. He also has experience at the Department of Health and Human Services, Office of the Inspector General and the Federal Trade Commission.

Tim is active in the health care community. He writes frequently for the Health Law Insider blog and is the incoming board chair of Project Access Now, a non-profit that focuses on improving access to care for the low-income and uninsured population.

Experience

  • Representation of exchange-based health insurance entity in receivership proceedings and criminal fraud investigation.
  • Advised venture fund investments in various emerging growth health care companies.
  • Representation of chain of urgent care facilities in a $60m asset sale to private equity investors.
  • Conducted internal investigation and submitted a Stark self-disclosure on behalf of a multihospital health system.
  • Representation of Medicaid managed care organizations in a variety of insurance and regulatory matters, including risk contracting arrangements, HIPAA, regulatory compliance and transactions.
  • Advised consortium health plans in the drafting of Medicaid provider tax legislation.
  • Representation of health insurance carriers in state department of insurance proceedings, including matters regarding the withdrawal of plans from state-based health insurance exchange.
  • Representation of numerous not-for-profit entities in the acquisition or sale of skilled nursing facilities, adult homes and assisted living facilities.
  • Advised medical products manufacturers in structuring marketing and rebate programs to comply with the Anti-Kickback Statute.
  • Representation of financial institutions in the refinancing of various health care entities, including a chain of approximately 200 skilled nursing, assisted living and independent living facilities.
