About Samira

Samira Torshizi is an associate in Stoel Rives’ Construction & Design group who has broad experience in construction and appellate litigation. She has extensive trial experience in construction matters, most recently as trial counsel to three jury trials, each ranging from six to 12 weeks in length. As an experienced litigator, Samira looks for unique solutions to construction disputes that are efficient and cost-effective for her clients.

Samira focuses her practice on the prosecution and defense of owners, general contractors, subcontractors, developers, and design professionals in many construction-related matters involving construction claims, defective design and workmanship claims, delay claims, scope of work disputes, and payment disputes arising from public and private projects. She has successfully litigated and defended on appeal professional licensing requirements for general and specialty contractors in the California Superior Court and Court of Appeal. Samira also has experience with federal government contract issues under Federal Acquisition Regulations, False Claims Act, and other related statutes.

Before joining Stoel Rives, Samira was a construction litigation associate at K&L Gates LLP (2017–2021) and Castle & Associates (2015–2017). She began her career as a litigation associate at Polsinelli LLC (2013–2015), where she worked on corporate matters before the Delaware Court of Chancery. Samira represented corporations in complex commercial and corporate litigation matters involving fiduciary duties, direct and derivative issues, and contract disputes under the laws of California and Delaware.

Experience

Experience

  • Second chair to a $6 million breach of contract action involving delay claim and several extra work claims that proceeded through a three-month jury trial.
  • Successfully defeated a $49 million claim of disgorgement on a licensing issue on appeal, wherein the Court of Appeal determined that a one-year statute of limitation applies to claims of disgorgement under Business and Professions Code § 7031(b).
  • Obtained a verdict in excess of $30 million against the San Diego Water Authority on behalf of her clients.
  • Handled commercial and construction litigation disputes in state and federal court for a billion-dollar, publicly traded international company and all its subsidiaries.
  • Participated in several multi-party arbitration, mediation, and settlement negotiations.
