Overview
Sam Wong advises clients on the development, financing, and regulation of energy projects across the United States. With experience counseling utilities, independent power producers, and investors, he guides clients through complex regulatory frameworks, litigation, and transactional matters at the intersection of federal and state energy laws, environmental compliance, and emerging carbon markets.
Sam has represented clients before the Federal Energy Regulatory Commission (FERC) on issues involving interconnection, transmission, market power, and general regulatory compliance. He has prepared and filed a wide range of applications, notices, and certifications under the Federal Power Act, Public Utility Regulatory Policies Act, Public Utilities Holding Company Act, and RTO/ISO tariffs and rules.
Before joining Stoel Rives, Sam was an energy associate with a global law firm. While in law school, he was a legal intern with the U.S. Department of Energy, the Natural Resources Defense Council, and the Sierra Club and clerked with the White House Council on Environmental Quality.
