About Riley

Riley Conlin is an associate in the firm’s Energy Development practice group and focuses his practice on various utility- and energy-related sectors. Riley represents large industrial customers in electric and gas rate cases, resource planning, and various regulatory matters at state and federal levels. In these representations, he appears before state public utilities commissions and administrative law judges. Riley also advises clients on legislative matters in the energy area.

Prior to joining Stoel Rives, Riley was an associate and a law clerk for a litigation firm in Minneapolis.

Representation of industrial customer groups before the Minnesota Public Utilities Commission on a variety of matters, ranging from rate-case proceedings, resource planning, and rate design, most recently including:

  • Various cases concerning the lawfulness of utility investment in electric vehicle infrastructure (2019–2020).
  • In the Matter of the Application of Northern States Power Company for Authority to Increase Rates for Electric Service in the State of Minnesota (2019).
  • In the Matter of the Application of Minnesota Power for Authority to Increase Rates for Electric Service in the State of Minnesota (2019).
  • In the Matter of the Application of Minnesota Energy Resources Corporation for Authority to Increase Rates for Natural Gas Service in the State of Minnesota (2018).
  • In the Matter of Minnesota Power’s Petition to Ensure Competitive Electric Rates for Energy-Intensive Trade-Exposed Customers.
  • In the Matter of a Commission Inquiry into Privacy Policies of Rate Regulated Energy Utilities.

Appellate Practice

Assisted in appellate work before the Minnesota Court of Appeals including:

  • The Minnesota Public Utilities Commission’s application of Minnesota Statutes § 216B.1696 (the EITE Statute); cases arising out of In re the Matter of the Application of Minnesota Power for Authority to Increase Rates for Electric Service in the State of Minnesota, Docket No. E-015-16-664, and In re Minnesota Power’s Revised Petition for Competitive Rate for EITE Customers, Docket No. E-015-16-564.
  • ​Various cases concerning the Minnesota Public Utilities Commission’s determinations concerning the lawfulness of utility investment in electric vehicle infrastructure.

  • Representation of asylum seeker on a pro bono basis.
  • Representation of small business seeking assistance with lease agreements impacted by the COVID-19 pandemic as part of the firm’s Main Street Relief Project.
