About Kimberly

Kimberly Hellwig is an energy and environmental policies specialist with the firm’s Energy Development group and also supports the firm’s Environment, Land Use & Natural Resources group. Kimberly assists clients with all aspects of energy project development, including siting, environmental review, and permitting, as well as regulatory proceedings. She has specialized knowledge in California Energy Commission (CEC) and California Public Utilities Commission (CPUC) proceedings and regularly supports client activities in these forums. Kimberly also assists clients with obtaining wastewater discharge permits, air permits, and other entitlements related to project development. She is well versed in environmental compliance matters and maintains relationships with key staff at many California agencies, including the CEC, CPUC, California Air Resources Board (CARB), local air districts, the California State Water Resources Control Board (SWRCB) and the California regional water boards.  In addition, Kimberly monitors and analyzes legislative and regulatory developments related to energy and environmental matters in California, such as the Renewables Portfolio Standards (RPS), Long-Term Procurement and Resource Adequacy proceedings, AB 32 implementation, and CEQA reform developments. 

Kimberly has a paralegal certificate from an ABA-approved program and a bachelor’s degree in business management.

  • Provides procedural guidance in the CEC siting process of numerous natural gas-fired energy generation facilities across the state.
  • Assists with obtaining RPS certification for clients with electrical generation assets outside California.
  • Provides procedural direction to clients seeking transfer of air permits and waste discharge requirements during asset transfer and divesture.
  • Reviews key permits and environmental documents and identifies compliance-related issues for clients during due diligence of project acquisition.
  • Evaluates technical documents for various clients during environmental audits and permit compliance proceedings.
  • Conducts due diligence for various clients seeking to purchase large- and small-scale electrical generation facilities, including determining statutory and regulatory compliance.
