About Kara

Kara Morse is a health care attorney focused on providing regulatory and corporate transactional assistance to medical groups, managed care companies and other health care entities. Kara works closely with her clients to achieve business objectives and navigate regulatory and compliance concerns so that they can focus on delivering services to patients. She has deep experience advising clients in a wide range of matters, particularly in the areas of fraud and abuse, insurance regulations, licensing and billing regulations, provider contracting and value-based payment arrangements. She also regularly guides clients through corporate transitions such as mergers and acquisitions, joint ventures, strategic partnerships and reorganization. With a focus on health care delivery transformation and managed care, Kara leverages her experience with both payers and providers to help her clients maximize their impact in an ever changing health care landscape.

Kara is an active member of the community, participating in organizations that champion diversity, inclusion and equal access to health care. She currently serves on the boards of Project Access Northwest and the Washington State Society of Healthcare Attorneys, and is a volunteer with Washington Medical-Legal Partnership.

Prior to joining Stoel Rives she was a consultant for the National Nursing Centers Consortium where she researched state health information sharing laws. Kara was also a summer associate at Ballard Spahr LLP and a legal intern for Temple Legal Aid and the Philadelphia Law Department. Before law school she was an associate with The Raben Group, a political consulting firm, where she focused on nonprofit advocacy.

  • Advised clients on Anti-Kickback Statute and Stark Law implications of proposed billing, management services, and leasing arrangements.
  • Advised radiology group about anti-markup and other Medicare billing rules.
  • Advised clients on implementation of new federal and state regulations, including regarding network adequacy, balance billing, antitrust, and telehealth.
  • Advised client through negotiations with Health Care Authority over gain share calculations under the Apple Health contract with the state.
  • Represented medical group in multiple acquisitions of group practices and imaging centers.
  • Advised medical group in corporate restructure, including formation of subsidiaries and reorganization of assets.
  • Represented medical groups in negotiation and drafting of payer contracts, including value-based purchasing and risk sharing compensation provisions.
  • Represented managed care companies in development of provider contracts, including value-based purchasing and risk sharing compensation provisions.
  • Advised managed care company about applicability and implications of revisions to the insurance code.
  • Drafted settlement agreements to resolve balance billing disputes raised with the Office of the Insurance Commissioner.
  • Assisted dental practice management company with corporate practice of dentistry analysis.
  • Organized joint ventures involving hospitals and physicians, including ambulatory surgery centers.
  • Represented assisted living facility manager in the acquisition of facilities across multiple states.
