About Janelle

Janelle Krattiger practices in Stoel Rives’ Environment, Land Use and Natural Resources group, where her practice is primarily focused on water rights and natural resources law. Janelle advises her clients on matters regarding regulatory compliance, including state and federal Clean Water Acts (CWA), state and federal Endangered Species Acts (CESA and ESA), California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA), and Sustainable Groundwater Management Act (SGMA). Janelle represents clients before various local, state, and federal agencies, including counties, California Department of Fish and Wildlife (CDFW), State Water Resources Control Board (SWRCB), Federal Energy Regulatory Commission (FERC) and Bureau of Land Management (BLM).

Before joining Stoel Rives, Janelle was an associate with Ellison Schneider Harris & Donlan, LLP (2017–2020) and with Herum\Crabtree\Suntag (2015–2017). After law school, she was an environmental law fellow at the California Environmental Law & Policy Center, University of California, Davis School of Law (2014–2015).

Experience

Experience

  • Served as general counsel for the board of directors of a Groundwater Sustainability Agency (GSA) in Fresno County, California.
  • Created strategic funding mechanism pursuant to Proposition 218 for GSA consistent with SGMA.
  • Advocated on behalf of GSA client in matter involving Petitions to Revise Fully Appropriated Stream (FAS) status of river.
  • Negotiation of Routine Maintenance Agreement/LSAA with CDFW on behalf of private landowner client in Scott River Watershed.
  • Litigated various matters, including a validation action and a California Public Records Act (CPRA) Request writ proceeding, on behalf of GSA client.
  • Advised public agency clients regarding public policy and ethics, including Brown Act and CPRA compliance.
  • Reviewed Groundwater Sustainability Plan prepared by GSA client for legal compliance.
  • Analysis of legal implications of CESA candidate species listing on behalf of client.
  • Served as legal counsel for the board of directors of California drainage district.
  • Representation of groundwater storage agency in large groundwater adjudication class action.
