Our energy regulatory team has compiled a list of state and federal energy regulatory developments to keep you up to speed on key energy regulatory matters from across the United States. Stoel’s energy regulatory team is always available to answer questions about any of these developments. Energy regulatory highlights for this week include:
California Public Utilities Commission
In the wake of its decision adopting a central procurement entity, the Commission has two decisions on the agenda for its June 25 voting meeting that would make significant changes to resource adequacy (“RA”) requirements, including adopting requirements for import RA, and changes to counting conventions for other RA resources, including energy storage.
Minnesota Public Utilities Commission
As part of the Minnesota Public Utilities Commission’s (the “Commission”) ongoing efforts to stimulate economic growth in light of the COVID-19 pandemic, Minnesota utilities recently filed reports outlining new or accelerated investment proposals that purport to meet the Commission’s policy objectives.
Federal Energy Regulatory Commission
FERC announced two technical conferences to take place in the fall addressing offshore wind generation integration in RTOs/ISOs and carbon pricing in organized wholesale electricity markets. The Commission’s June 18 open meeting included an order revising EQR reporting requirements, a notice of inquiry on CIP reliability standards, and an order accepting the ISO-NE’s fuel security program.
