REGULATORY UPDATE FOR JULY 13 (COVERING WEEK OF JULY 6)
CAISO
CAISO issued a fifth revised straw proposal in its Resource Adequacy Enhancements stakeholder initiative, proposing an extensive set of revisions to the current resource adequacy framework.
Minnesota Public Utilities Commission
Recently, the Minnesota Public Utilities Commission (“Commission”) denied a petition to reconsider its May 1, 2020, order finding the Environmental Impact Statement adequate, granting a certificate of need, and granting a route permit related to Enbridge’s Line 3 project. Additionally, based on Commission guidance, Xcel Energy filed updated modeling for its 2020-2034 Integrated Resource Plan with the Commission, and parties now have the next several months to analyze the filing and conduct discovery leading up to the October initial comment deadline.
Federal Energy Regulatory Commission and Department of Energy
Last week the D.C. Circuit affirmed Order No. 841, assuring energy storage resources located on distribution systems access to the wholesale markets. This week FERC could address several major issues during its monthly open meeting, including PURPA reform and the New England Ratepayers Association’s net metering petition. Next week is FERC’s technical conference on hybrid resources. Finally, the Department of Energy has issued a request for information regarding the Bulk Power System Executive Order issued in May.
