SNL Generations Market Week reported on remarks made by Stoel Rives attorney Bill Holmes at the 2012 National Hydropower Association Annual Conference. The conference brought together the industry leaders and regulatory officials to discuss technology, policy and future development options for hydropower.
According to NHA President David Moller, existing storage facilities have been around for decades. Expanding hydropower resources is a long-term, capital-intensive solution that is not supported by the current market structure.
Holmes said a billion-dollar hydropower facility would need a long-term contract to secure financing, but a good framework does not exist to put long-term contracts into place.
