Tax attorney Greg Jenner was quoted in Greentech Media in an article titled “Clean Energy Policy Push Faces Steep Climb Ahead of 2020 Election,” published July 17, 2019. The article discusses various bills being crafted in Washington, D.C., to address the need for clean energy and the prospects for their being enacted ahead of the November 2020 presidential election.

The bills range from proposals for a national renewables portfolio standard to a standalone tax credit for energy storage, and some of the bills may be able to garner the bipartisan support they would need for passage. Additionally, the solar industry is lobbying for an extension of the Investment Tax Credit (ITC), which begins to phase down for new projects at the end of 2019.

Though an extension of the solar ITC has strong support in the renewables industry, it is not likely to happen in the current political climate, according to Jenner. “If I were [in the] solar [industry], I’d probably be doing exactly what they’re doing, which is you talk about the extension of the credit…but you effectively position yourself for limited gains in 2019 and 2020, because that’s all there’s going to be, if that,” he said.
