New Federal Investment Tax Credit Excites Community Wind Energy Advocates

Stoel Rives attorney Greg Jenner commented in the Pioneer Press on the application of investment tax credits ("ITCs") to wind energy projects. Community wind energy advocates hope ITCs will provide additional funding flexibility for projects that couldn't take advantage of the original production tax credit-based investment model. The ITCs allow project developers to take the credits up front as cash for up to 30 percent of the project cost.

Jenner, a corporate and energy tax practitioner, said that in effect, the government is writing checks to cover early development costs. He added that the U.S. Treasury is still finalizing the regulations implementing the credits, with completion anticipated for this summer.
