About Tina

Tina Grovier has been helping clients for more than 25 years.  Whether she is analyzing complex issues, aiding in regulatory matters, or strategizing with them on how best to accomplish their goals, Tina enjoys learning about their businesses and coming up with practical solutions to complex problems.

In its annual survey of America’s most highly regarded attorneys, Chambers and Partners has reported that clients consider Tina to be “excellent, very savvy” and a “great lawyer.” Her clients have also praised her ability to “spot the traps and pitfalls, and … advise on how to make the transaction straightforward.”

Tina previously led Stoel Rives’ nationally recognized Environment, Land Use & Natural Resources practice group composed of more than 55 dedicated legal professionals serving clients from coast to coast. An established firm leader, Tina has also served as the Anchorage Office Managing Partner.

Experience

Experience

  • Assist Alaska Native regional corporations with issues related to their lands and resources, including helping an Alaska Native corporation protect its correlative rights before the Alaska Oil and Gas Conservation Commission.
  • Represent public utilities, pipeline carriers, and other parties before the Regulatory Commission of Alaska, including assisting with certificate acquisitions and transfers, tariff, revenue requirement, rate design, consumer complaint, and deregulatory issues.
  • Advise renewable energy developers on permitting projects in Alaska, including regulatory issues.
  • Represent shipper on the Trans-Alaska Pipeline System before the Federal Energy Regulatory Commission and the Regulatory Commission of Alaska on Quality Bank issues.
  • Represented a nonprofit health care entity before the Regulatory Commission of Alaska to alter a tariff to allow it to operate distributed generation on-site.
  • Provided due diligence and other assistance related to the purchase and sale of natural resource assets.
  • Assisted oil and gas exploration company in obtaining financing for natural gas development in Cook Inlet.
  • Advised natural resources clients in obtaining permits and other governmental approvals for the first non-conditional state right-of-way for a North Slope natural gas pipeline, in early negotiations for Alaska’s first third-party natural gas storage facility, and in relation to legislation necessary to create a state right-of-way for (and economic regulation of) a contract carrier pipeline.
